Investing More Joint Efforts and Forging Ahead on A New Journey! Zhejiang Hospital Successfully Completes the Fourth Round Re-Evaluation of Grade-III Class-A General Hospital in Zhejiang Province

From November 9 to 13, the evaluation panel of the Health Committee of Zhejiang Province conducted a rigorous and comprehensive review of the work of Zhejiang Hospital through data review, site visits and tracking, equipment inspections, actual operations, and individual interviews. After 5 days of meticulous and comprehensive on-site inspection by the evaluation panel, Zhejiang Hospital successfully completed the fourth round re-evaluation of Grade-III Class-A general hospital in Zhejiang Province.









On the afternoon of November 13, the conclusion and feedback meeting on Zhejiang Hospital's fourth-round re-evaluation of Grade-III Class-A general hospital was held in Sandun Campus. The evaluation panel chief-Chen Xudong, Deputy Director of the Medical Administration Department of Health Committee of Zhejiang Province (presided over the work), team leader of the evaluation panel-He Qiang, Vice President of Zhejiang Provincial People's Hospital, experts of the evaluation panel-Wei Jian, assistant to the President of Children's Hospital of Zhejiang University School of Medicine and Director of the Party and Administration Office, Sun Jie, Vice President of Ningbo First Hospital, Zhu Yongbin, Deputy Director of the Medical Department of the Second Affiliated Hospital of Zhejiang University School of Medicine, Ding Zhiming, Director of the Medical Department of the Obstetrics and Gynecology Hospital of Zhejiang University School of Medicine, Zhuang Yiyu, Deputy Dean of Nursing Department in Shaw Hospital, Zhejiang University School of Medicine, Lu Xiaoyang, Director of the Pharmacy Department of the First Affiliated Hospital of Zhejiang University School of Medicine, Ren Shuhua, Director of the Department of Psychology, Hangzhou First People's Hospital, and Quan Yingling, contact of the evaluation panel and a member of the Zhejiang Medical Service Management Evaluation Center, attended the meeting. The feedback meeting was chaired by He Qiang, team leader of the evaluation panel. Leaders, together with all middle management team members, from Zhejiang Hospital attended the meeting, including Yan Jing, the Party Secretary of Zhejiang Hospital, Huang Qingdong and Jin Xiaoqing, Deputy Presidents of Zhejiang Hospital, He Xiaobo, Secretary of the Commission for Discipline Inspection and party member, Song Baishan, Wan Shu, Chen Xinyu, Deputy Presidents, Zhao Weiqun, Chief Financial Officer, Chen Jin, Deputy Director of Zhejiang Province Officials Healthcare Center. At the feedback meeting, experts from the 7 expert groups gave feedback on the inspection in a comprehensive, systematic, in-depth and specific manner. While fully affirming the highlights of the hospital’s work in all aspects, they objectively pointed out the existing problems and deficiencies, gave feedback and suggestions for future improvement.

He Qiang gave feedback on the overall situation.  During the evaluation, the expert team inspected relevant functional departments and clinical departments of the hospital for 165 times, interviewed 1,768 persons, inspected 367 devices, 209 medical records, and 167 prescriptions. He was very impressed with the 66-year historical accumulation and cultural heritage of Zhejiang Hospital, as well as the outstanding contributions made to the health care of cadres. He also expressed his sincere praise and appreciation for Zhejiang Hospital's contribution and responsibility fulfillment in fighting COVID-19. Also, he made positive comments on the coordinated and vertical management in the two campuses of Zhejiang Hospital that emphasized the construction of healthy Zhejiang, made joint efforts in the “1+5” stated by the National Health Commission and achievements of the dean responsibility system under the leadership of the party committee. Meanwhile, he highly appreciated the cadres and employees of Zhejiang Hospital for their positive attitude and good spirit in cooperating with this inspection. He said that Zhejiang Hospital gave full play to its mechanism to stress responsibility, focus on key points, and seek innovation. The party-building supporting system of public hospitals was established and improved to actively implement the research system of the party committee leadership team, grasp the difficulties and focus, and firmly follow the ideological leadership. We should always enhance consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, have confidence in our path, guiding theories, political system, and culture, and resolutely uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee's authority and its centralized, unified leadership. Multiple measures should be taken simultaneously to do a solid job. In the meantime, he highly praised that Zhejiang Hospital “adhered to the political leadership to build a new pattern of development and consolidate the new achievements of the hospital’s party building”, “adhered to shouldering the historical mission, holding the original aspiration, so as to inherit the health care work for cadres in Zhejiang Province”, "insisted on the diagnosis and treatment of elderly diseases and the treatment of critical illnesses. The overall development of the discipline has shown a good momentum" "Insisted on building a smart hospital in an all-round way and making every effort to build a model for smart hospitals". He Qiang also provided valuable opinions on five aspects: continuously improving the hospital's technical level and service capabilities, further improving the quality and safety system, continuously strengthening the awareness of medical risk prevention, building an important line of defense for hospital infection prevention and control, and rapid development of the overall level of scientific research and teaching.


Yan Jing made a statement on behalf of the hospital. He summed up this evaluation work with three words: "concern", "confidence" and "determination". I. Concern. He would like to express his heartfelt gratitude to the Health Committee of Zhejiang Province for its continuous concern of Zhejiang Hospital, the meticulous organization and careful guidance of this evaluation; to the dedicated, pragmatic and tireless work attitude of experts and their objective, rigorous and unreserved attitude; to those who had shown the care and guidance of Zhejiang Hospital during the evaluation; and to all employees for their positive attitudes while working together for the same goal. II. Confidence. Zhejiang Hospital is a hospital with a history and characteristics. Facing a period of integration and rapid development of the two campuses, it is urgent to conduct a comprehensive and systematic "inspection and diagnosis" within the hospital. Experts spent five days traveling around in the hospital, interviewed employees in different positions, patients and their families in different departments, sorted out and checked the procedures and links of various work, “gave the pulse” and “prescribed” for the hospital. All of these works would significantly improve the management ability and level of the hospital. Through this evaluation, all the staff of the hospital was united as one. It not only shows the cultural and orientation self-confidence of Zhejiang Hospital staff, but also shows the strong centripetal force, cohesion, and competitiveness of the hospital.

III. Determination. Zhejiang Hospital will consider this evaluation as an opportunity to systematically sort out the existing shortcomings based on the valuable opinions put forward by the experts by combining the actual conditions of the hospital, analyze and judge the root causes of the problems so that we can improve, implement, upgrade, continuously strengthen the advantages, and make up for shortcomings. We must adhere to the problem-oriented approach, promote rectification and construction with evaluation, and further refine the hospital management. We will go all out to implement continuous improvement tasks, comprehensively promote hospital management to a new level, and renew the chapter of hospital development; also, we will drive the "1+5" reform and development of health undertakings, promote the implementation of various tasks in this "important window" period, and make greater contributions to build a healthy Zhejiang and healthy China.


Chen Xudong concluded the meeting by his speech and expressed his gratitude to the experts for their 5-day intensive evaluation. He stated that this evaluation was a new starting point for Zhejiang Hospital. He hoped that Zhejiang Hospital would take this as an opportunity to adhere to the problem-oriented approach, implement reforms, and promote the hospital's work to a new level. According to the problems reported by experts, the hospital should consistently strengthen and improve its work to ensure that the improvement work could achieve tangible results. Meanwhile, by strictly following the evaluation indicators and experts' opinions, it is necessary to strengthen management, streamline processes, strive to standardize various work, making it more scientific and modernized. It is necessary to consolidate and highlight superior disciplines, further strengthen the hospital’s cultural construction, continue to deepen the comprehensive reform of public hospitals, and comprehensively improve the medical care quality of health services. He believed that through "one percent of culture and ninety-nine percent of dedication", Zhejiang Hospital would definitely go all out to turn challenges into opportunities, continue to improve with all its thunders, and usher in a faster development period. He had confidence in the future of the hospital and wished the hospital a better tomorrow.
