Affected by the third strongest typhoon "Lichma" that landed in Zhejiang Province since the founding of the People's Republic of China in 1970, there were heavy rains to torrential rains in Hangzhou on August 9 and 10. According to the spirit of the Provincial Government’s Typhoon Defense Command "Notice on Improving Typhoon Emergency Response to Level I", and the Provincial Health Commission’s "Emergency Notice on the Redeployment of the Defense of Typhoon No. 9 Lichma", the secretary of the Party Committee of the hospital, Yan Jing, directed the work. He personally went to the front line to direct the work and encouraged everyone to coordinate and deploy the entire hospital’s typhoon defense work. And he personally commanded and implemented various typhoon defense measures in order to do a good job in medical rescue and protection and protect the lives and health of the people.



We were united and tried our best to prevent a typhoon. According to Yan Jin's deployment, at 8 am on August 9th, our hospital held a typhoon defense mobilization and deployment meeting, which was in charge of the deputy dean of our hospital, Huang Qingdong. In accordance with the spirit of the relevant documents of the Provincial Health Commission, he emphasized: 1. We must strengthen the sense of responsibility, and organizational leadership and work deployment; 2. We must strengthen risk awareness, and emergency duty and safety hazard investigation; 3. We must strengthen bottom line awareness , and emergency preparedness and information submission. He asked all departments of the hospital to attach great importance to ideology, implement their responsibilities, seriously investigate and rectify hidden dangers, and strengthen the force on duty, and do a good job in preventing and fighting typhoon.

At noon on August 9, the party secretary of our hospital, Yan Jing, dean, Hong Chaoyang, the deputy dean, Zhang Hong, the deputy dean, Huang Qingdong, and secretary of the discipline inspection committee, He Xiaobo and other hospital leaders were on duty 24 hours a day, and they convened the heads of relevant departments to study and deploy typhoon defense work once again. The main person in charge of the relevant departments were on duty as required and took the lead on duty. In order to protect the personal and property safety of patients and medical staff, the hospital has strengthened the management of inpatients and major equipment in the hospital. The hospital has strengthened its medical treatment work, and effectively strengthened its emergency rescue force. The hospital’s emergency medical rescue mobile team was on standby for 24 hours in the hospital, and various rescue equipment, medicines, vehicles, etc. were in place, and they were fully prepared to respond to emergencies at any time. The Logistics Management Center, Infrastructure Department, etc. have prepared anti-Taiwan material reserves, and conducted hospital-wide investigations and 24-hour inspections for the rainwater leakage points, hidden danger points, and risk points of facilities and equipment in the hospital. By assigning additional staff on duty, dredging underground pipelines, strengthening doors and windows, placing sandbags, and equipment safety maintenance, they eliminated hidden risks in a timely manner, and made preventive rectifications on hidden hazards discovered in the first time to ensure the safety of personnel, facilities and equipment; The Security Department has strengthened security forces, strengthened hospital security management, strengthened security patrols in the two hospitals, and prevented criminals from taking the opportunity to steal and rob. The Department of Medical Engineering and the Information Center have made preparations for equipment maintenance in low-lying areas, as well as information-related   anti-typhoon preparations in the event of power outages. The Food and Beverage Department has prepared sufficient food materials, increased the manpower on duty at night, and provided food for hospital staff and inpatients during the typhoon.

The health emergency medical rescue mobile team of our hospital raced against the clock in the "Hangzhou 7.21 deflagration accident" and other emergencies in 2017. The medical staff insisted on the priority of patients, the emergency of patients, the spirit of saving lives and helping the wounded, and doing their best to protect the lives of the people. This time, the hospital has enriched the members of the hospital's emergency medical rescue mobile team on the original basis. Nearly 30 mobile team members have gathered in Sandun campus and are ready to implement rescue at any time. In addition, the Department of Nursing also organized the establishment of a nursing emergency team, requiring each nursing unit to report the list of emergency personnel from August 9 to 11 as the first echelon emergency personnel, with a total of more than 120 emergency personnel reported.



In Lingyin campus on August 10, Yan Jing and Hong Chaoyang learned more about the implementation of the hospital's anti-typhoon and anti-typhoon measures, and asked the hospital to be prepared to strengthen the anti-typhoon work to ensure the personal safety of patients and employees and the safety of hospital property. Hong Chaoyang went deep into the front line of anti-typhoon, working on-site on fire safety, road traffic, construction safety and other content in the hospital. He asked all departments to pay close attention to the weather before and after the typhoon, strengthen emergency duty and emergency handling of various possible dangers, implement preparations for critical rescue, rescue of the injured, medical rescue, and waterlogging treatment to ensure the safety of hospitals and patients. He also asked all departments to sum up their experience in time, continuously improve wind and waterproof measures, and take further measures to prevent typhoons and rain.


On August 11, the Xihu District Health Supervision Office came to Sandun Hospital to conduct post-disaster supervision and inspection. The inspection scope included the activation and implementation of the emergency plan for the prevention and control of infectious diseases after the disaster, whether the intestinal outpatient clinic and the fever clinic were functioning normally, and whether the hospital trained medical staff on knowledge of infectious disease and foodborne disease, whether the hospital has set up pre-inspection triage points in accordance with regulations, whether the hospital reported the epidemic situation of infectious diseases as required, and whether medical waste disposal could be collected and classified in accordance with the requirements , Centralized disposal, whether the hospital sewage treatment system was operating normally, etc. Relevant leaders affirmed our hospital's work to ensure that the Sandun campus was stable and free of epidemics.
 
Sleepless for nearly 30 hours, their clothes have not been dried from beginning to end

Staying on the front line of fighting the typhoon, their persistence and responsibility is really touching. Rain and sweat are intertwined, and their work clothes are already soaked. The logistics service was carried out in an orderly manner under the leadership of the deputy chief of the logistics management center (in charge of work), Zhang Guopeng, and some people even stayed up and down for nearly 30 hours. At two o'clock in the morning on August 10, the logistics management center received an alarm that the water level of the underground sewage treatment station in Sandun campus was rising, and he immediately sent someone there. The deputy head of the logistics management center of our hospital, Lao Naikang, members of the department, He Tao, Wang Jianjun, etc. repeatedly checked the sewage regardless of odor stimulation. Two water pumps were added, and the water level was still slowly rising. Until 5 o'clock in the morning, after they were connected to the big water pump again, the water level was controlled. Everyone did not dare to slacken the whole process, and their throats were dumb! They also set their own record for the length of their work -nearly 30 hours of duty without rest.

There were many fallen leaves in the Lingyin courtyard, and the staff of the logistics management center continuously cleaned the fallen leaves at the mouth of the scenting well to ensure smooth drainage. Wu Fajun, who is over 60 years old, still participated in the 24-hour anti-typhoon work without complaint. Hearing that the side door of Building No. 6 leaked seriously, he immediately filled it with sandbags and cleaned up the stagnant water with the masters of the property company before dawn to prevent the patient from falling. In the early morning of August 11, the "Chest Pain Center WeChat Group" in our hospital suddenly became active. A 58-year-old Uncle Li came to Xixi Hospital with chest pain unbearable for 2 hours. It was preliminarily judged to be acute myocardial infarction based on electrocardiogram, and urgently needed to be transferred to our hospital for cardiac interventional surgery. Xixi Hospital immediately contacted the cardiovascular medical experts of our hospital through the WeChat group of our chest pain center, and transmitted the medical history data to the experts as soon as possible. The deputy director of the Department of Cardiology of our hospital, chief physician Jin Hongfeng, and deputy chief physician Du Changqing immediately led the cardiac intervention team to prepare for the operation in advance. "Patients with myocardial infarction out of the area, bypassed the emergency department and directed to the catheterization lab of Sandun Hospital. There were no family members, but two friends. The deputy director of the Department of Cardiovascular Medicine of our hospital, Chief Physician Jin Hongfeng successfully performed the interventional heart surgery for him, and it only took 23 minutes from entering the door to opening the blood vessel. "Blood flow is life, blood flow is everything," Jin Hongfeng said. Be careful when you go out in a typhoon! At about 8 o'clock on August 10, 40-year-old Ms. Shang was suddenly injured by a branch blown down by the West Lake on the way to work. She was escorted by the traffic police to the emergency department of Lingyin Hospital. After examination, Dr. He Jun of the Orthopedics Department (2) of our hospital found that Ms. Shang not only had eye injuries, but also a lumbar fracture. After relevant emergency treatment, Ms. Shang was urgently transferred to the orthopedics (2) ward for the next step of treatment. Coincidentally, at nearly 10 o'clock, 30-year-old Ms. Chen also came to the emergency department of Lingyin Hospital. She was unfortunately scratched by the glass of the car window because she was taking the bus to work. After the wound was treated urgently by Dr. Chen Chuang, the emergency department of our hospital, she then left the hospital.

The persistence of typhoon days is regarded as daily by the doctors in the emergency department of our hospital. In the early morning of August 10, two patients with cerebrovascular disease came to the emergency department of Sandun Hospital in the strong wind and heavy rain. The 71-year-old Mr. Tao suddenly lost consciousness and was taken to the hospital by his family after a big fall at home. After examination by the deputy director of the emergency department of our hospital, Chief Physician Zhao Junfeng and Physician Wang Rennv, it was found that Mr. Tao was unconscious after hemorrhage in the brain stem. After the doctor sutured the wound of about 10cm in length on the injured part of his brain, he was sent to the intensive care unit. (ICU). The 60-year-old Mr. Chen came to see a doctor because of dizziness, nausea, and instability of his lower limbs. The emergency examination showed hemorrhage in the right cerebellar hemisphere, and he was subsequently transferred to the neurology department for related treatment.
