On the afternoon of July 31, our hospital held a kick-off meeting for "Our hospital will refuse to accept ‘red envelopes’, rebates and create a hospital without ‘red envelopes’" in the ladder meeting room of the Lingyin hospital. Members of the party and government leadership team and cadres above the middle level attended the meeting.
The Secretary of the Commission for Discipline Inspection, He Xiaobo, gave an introduction on the background, purpose and significance of this special operation. In early July of this year, the Party Committee of the hospital issued the "Notice on Carrying out the Special Actions for Rejecting ‘Red Envelopes’, Rebates and Creating ‘Hospitals Without Red Envelopes’", which clearly guided by the work requirements of the provincial party committee and the provincial government to build "clean Zhejiang" and "clean sanitation" . In accordance with the work deployment of “all members must know, all members must be mobilized, all members must participate, and all members must refuse to accept", through multi-dimensional organization and learning, they carry out education and guidance through multiple channels, conduct publicity and mobilization from multiple perspectives, and go through multiple channels to strengthen supervision, enforcement and supervision of the "four more". In addition, they organized and stepped up the publicity, education and supervision of rejecting the "red envelope" rebate. They built a healthy doctor-patient relationship, maintained the normal order of purchase and sale of medicine, and improved the public and patients’ cognition on whether to give the "red envelope" when seeking medical attention. In the end, they planted the sense of rejection of "red envelopes" into the heart of all employees of the hospital, and actively created an incorruptible and clean industry ecology.
At the mobilization meeting, medical staff representatives, director of the rehabilitation medicine department, Lin Jian, staff representatives of the administrative logistics management department, and the deputy director of the medical engineering department (in charge of the work), Wang Ji, respectively made statements. Lin Jian said that no matter how the times change, the professional ethics of doctors should always be as precious as gold and not to be tarnished. He called on all medical staff to "reject the 'red envelope' and be a clean, self - disciplined, moral and artistic medical worker." From the perspective of the administrative management department, Wang Ji believed that while serving the development and clinical needs of the hospital, the staff of our management department should abide by various laws and regulations, and achieve management goals in a reasonable, efficient and scientific manner, and that each manager should use the public power in the hands in a standardized manner. He called on all management personnel to stop using power for personal gain, resist "red envelopes", and be a clean and responsible manager.
Party Secretary Yan Jing delivered a speech. He pointed out that this special action is not simply an internal rectification work, but also a solid implementation of the "Don't forget the original heart and remember the mission" theme education activities to further promote the construction of clean hospitals. It is the internal need to implement medical reform measures and promote the high-quality development of hospitals; it is the external requirement to improve the quality of medical services and safeguard the interests of the people; and it is also the ideological basis for ensuring the person occupational safety of employees and establishing a good reputation for hospitals, which was carried out at the right time and was very necessary. Yan Jing requested that the whole hospital should unite their thinking and treat the rejection of "red envelopes" as a major event. We will go all out to create a "no red envelope hospital" and create a new golden business card for our hospital.
The third plenary session of the 19th Central Commission for Discipline Inspection pointed out that “we must continue to rectify corruption and work style issues, so that people have more direct and real sense of gain, happiness, and security. We must carry out special rectification in the field of people’s livelihood and focus on the people’s pain points and difficulties. It is necessary to solve the problems of infringement on the interests of the people in education, medical care, environmental protection, food and drug safety, etc." The special action for rejecting "red envelopes" is the pain point of our hospital's attention to the industry and the focus of the masses. We must solidly promote the construction of clean hospitals and implement the requirements of "clean Zhejiang".
