Keep a foothold on a new starting point, and march toward a new journey, the 8th Congress of Workers and Staff and The 3rd Meeting of the 10th Trade Union Members’ Meeting of Zhejiang Hospital is held at B1 Terrace Classroom at Building 8 in Lingyin Hospital Area on February 15, 2019. The 169 official representatives, 22 attending representatives and 8 special invited representatives, including the hospital party and government leaders and the executive vice chairman of the trade union, attended the meeting. The meeting is chaired by Zhang Hong, Vice Chairman of Zhejiang Hospital.

At 11 o’clock in the morning, the meeting is officially opened in the solemn national anthem. Yan Jing, Party Committee Secretary of Zhejiang Hospital delivers the opening speech, he point out that in the past 2018 Zhejiang Hospital has made outstanding achievements in implementing medical reform policies, strengthening discipline development, deepening scientific management, and so on. Particularly, the formal put-in-use of Sandun Hospital Area on June 28, 2018 also ushers in a new situation of integration with two hospital areas and coordinated development. The hospital is centering with the overall situation of reform and development, highlights intensifying democratic management, and has undertaken lots of effective work on improving the staff quality, establishing harmonious and stable labor relationships, perfecting the fundamental-level democratic management system and defending the legal rights and interests for the extensive staff, has laid a solid foundation for accelerating fast development from various services of the hospital, and the staff’s living welfare is significantly improved and enhanced as well. These achievements cannot be separated from the efforts of the whole hospital workers, and also from the hard work and selfless dedication of the trade union group comrades, practice has proved that the trade union is an important position for the party to unite workers and educate workers. He emphasizes that the ideological work of the hospital must be soundly fulfilled, the entire hospital must clearly recognize the connotation and denotation of ideology, the importance and key work. As a recognition system, ideology is reflecting the interest orientation and value orientation from a certain class or group. Ideological work, in terms of its importance, concerns the future and destiny of the Party, long-term peace and stability of the country, and national cohesion and centripetal force. The Party Committee of the hospital will bring the party’s leadership in full party in controlling the orientation, the overall situation, making decisions, accelerating reform and ensuring implementation according to the requirements from the Central Government, the Provincial Party Committee and the Provincial Health Committee on reinforcing party construction work in public hospitals, will carry out comprehensive leadership of the hospital work, and establish and perfect the leadership mechanism with unified leadership from party committee, party and government cooperation by means of division of work and coordinated operation. He hopes you delegates firmly establish a correct view of democracy, always standing in the global, around the hospital long-term construction and development of such height, to reflect the personal democratic spirit and concept, during this short meeting, can seriously discuss the experience and lessons of hospital construction and development, can actively participate in the hospital democratic management and democratic supervision, for the deepening reform of the hospital, to achieve hospital work to a new level.

Then, Hong Chaoyang, Party Committee Deputy Secretary and Director of Zhejiang Hospital delivers the “Work Report of Zhejiang Hospital” on behalf of the hospital’s leading group. In the work report, Hong Chaoyang recalls the achievements and difficulties in 2018. In particular, he points out that 2018 is the first year for implementing the guiding principles of the 19th CPC National Congress, the 40th anniversary of reform and opening up, and a crucial year for winning a decisive victory in building a moderately prosperous society in all respects and the implementation of the 13th Five-Year Plan, it’s a year for high integration and leaping development of the hospital, and it’s also a year worthy of being remembered and recorded into history of Zhejiang Hospital. Over the past year, under the strong leadership from the Provincial Health Committee and joint efforts from the entire staff of the hospital, Zhejiang Hospital is taking winning “five crucial battles” as the standard, regarding the “maximally one-go” reform in medical service field as the emphasis, taking implementation of 53 rules as effective means, taking the formal operation of Sandun Hospital Area as an opportunity, insisting on the theme of “pragmatic, efficient, integrated and innovative”, gathering spirit and wisdom in a down-to-earth manner, and making full efforts in boosting the continuous healthy development of two hospital areas, and effectively ensuring the immediate landing and come-into-effect of the health work. Hong Chaoyang puts forward the work idea for the work in 2019: the year of 2019 is a critical year for deepening the medical reform, and is rather an important year for Zhejiang Hospital to practise the new development concepts and realize a high quality development. The hospital will take Xi Jinping’s thought of socialism with Chinese characteristics in the new era as guidance, further implement the spirit from the party’s 19th Congress, closely center with the decisions and deployments from the Central Government, Provincial Party Committee, Provincial Government and Provincial Health Committee, reform and pilot, break through and innovate, restart with a new gesture and forge ahead, and usher in the 70th anniversary of founding of the New China by outstanding achievements in health work.

At noon, the 4 groups of staff representatives respectively from medical treatment, nursing, administration and logistics and outpatient medical technology carefully discuss about the “Work Report of Zhejiang Hospital”, “Finance Report of Zhejiang Hospital in 2018”, “Objective Assessment Amendment (Draft for Comments) of Zhejiang Hospital”, “The Deliberation Report of Zhejiang Hospital on Revising Relevant Papers and Scientific Research Regulations for Technical Titles of Senior Health Specialty”. Staff representative is the collector of all staff opinions and communication, they are not only standing in the height to the hospital, but also in the height of global hospital development, site representatives outspoken, speak freely, affirmed the achievements of the hospital in last year, also put forward some pertinent opinions, such as the positioning and mutual integration development, discipline construction, talent echelon construction, information construction and so on.
